WebGTA is a very RAM and CPU intense game at its base without mods, adding mods in can increase the stress. I’d recommend turning down or off settings that strain your CPU/ RAM. There are also videos on YouTube that will show you the best settings for your system. Hardware upgrades are at the more extreme end of changes but they will work the best.
