A fuel filter, probably within the gas tank is probably plugged up and must be cleaned. Before you do that, try this: Buy some Chevron Techron Fuel injection cleaner and pour a large amount, 1/2 to a full can into the tank and go for a LONG ride.

If you put a rag over the intake and restrict the the air, it runs better. So it would seem it's lean. Try running with the choke part the way on.
